This paper provides different approaches to data governance for citizen empowerment across the world. It presents the various regulations for data privacy and data sharing in countries across the developing and developed world, and analyses the impact of these regulations on data empowerment by outlining the benefits and limitations of different approaches. The aim of the paper is to provide a set of frameworks to enable countries to think about leveraging data as a tool for economic growth, efficient delivery of services and better human development outcomes, while simultaneously protecting citizens and ensuring that they are at the centre of growth and service delivery strategies that use their data.
